Lac Andre is listed under Saguenay/Lac-Saint-Jean, Quebec. The bank is 203 metres above sea level. It lies lower than most water we list in Quebec. Albanel is the closest place, 12 km off. Normandin lies 14 km off, Dolbeau-Mistassini another 27 km. Close by you have: Lac Delauniere 1.9 km, Lac Simard some 2.6 km off, Lac Pare 2.9 km, Lac Doucet some 3.6 km off and Lac a la Truite 4.3 km. The nearest boundary is well away, so one set of rules covers the water.
