The Lanaudière end of Quebec holds Lac Paul. The surface lies 415 metres up. The water covers some 23 hectares, so pick a bank rather than trying to cover it all. The edge runs 3.1 km or so, easy to work in an afternoon. The nearest town is Saint-Michel-des-Saints, 34 km away. Trois-Rivières sits 103 km out, and it is the nearest city worth the name. No county line comes close, which keeps the paperwork simple.
