A rainy spell sitting over the area, with a faint S drift with the barometer flat. Fish at Lac Binette should hold close to windblown banks where food collects. The forecast is against you; the morning is the least bad option. Treat it as a scouting trip with a rod in hand. Cooler water spreads fish back across the shallows.

The Côte-Nord end of Quebec holds Lac Binette. The country round it is spruce and muskeg from end to end. This is a tiny water, and one quiet approach covers all of it. Most waters listed here for Côte-Nord are larger. Head to Forestville, 112 km away, for anything you forgot. Saguenay is the closest city, 124 km away. The nearest boundary is a fair way off.
Without a survey to go on, judge depth from how the bank falls away. The shallow end warms first and pulls fish in ahead of the rest. This is a lake, so the margins and the first drop matter most. Species logged across Côte-Nord include logperch. Records at county level tell you what is around, not what is stocked here. Work Lac Binette in sections rather than trying to cover it.
Expect July near 15°C and January near -19°C on the long-run figures. Long winters and short summers set the pattern. The lid arrives early and lasts until roughly mid May. Ice usually gives way near mid May, and forms again about early November. The middle of summer slows a little, with dawn and dusk carrying it. Lac Binette fishes to that pattern most years.
Nothing we hold confirms whether access is permitted. Access is unmapped, which usually means a farm track and a walk. For the perch, a small jig tipped with worm, dropped along the edges, is hard to beat. Some banks are open only from a marked point. Some stretches are reserved and marked as such on the ground. Failing this one, try Lac Saulnier, 0.6 km away. None of that is settled for Lac Binette in what we hold.
