Blue sky from bank to bank today, with an easy breeze from the SW with the glass holding level. Most of the action on Lower Lake should come off points where shallow meets deep. A broad window opens from the day. Commit to the pattern once the first fish shows. The autumn feed-up is on; baitfish areas are the key.

Lower Lake lies in Marion County, Oregon. It lies 4,744 feet above sea level. Small at around 13 acres: two anglers spread out cover most of it. Nearest place of any size is Warm Springs, 27 miles away. Mill City is 33 miles away, with Culver at 36 miles. Within a short drive: Fish Lake a shade over 0.7 miles, 1 mile away is Head Lake, Nekbobets Lake a shade over 1.3 miles, 1.4 miles away is Sheep Lake and Ring Lake a shade over 1.4 miles. Rules here are straightforward: one county, one set of rules.
There is no recorded depth, so work from what you can see. The old creek line under the surface is the feature worth finding. Points where the flooded channel swings in are the reliable ones. Reported across Marion County: bluegill, largemouth bass and largescale sucker. Those are county-wide records, so not every one of them will be in this water. At Lower Lake the first feature you find is worth twenty minutes.
Expect August near 55°F and January near 28°F on the long-run figures. Most months fish reasonably, given the right weather. In a normal year the cover is thin and short-lived. March through May is the strongest run, with October and November a second stretch. Plan any trip to Lower Lake around it.
Whether you may fish here is not something records settle. Overnight stays are possible about half a mile out, where camping is mapped. Bass water: a Texas-rigged worm near cover, a spinnerbait when you need to cover ground. State or provincial rules still apply whatever the bank status. Keep proof of licence with you rather than in the car. The nearest alternative is Fish Lake, 0.7 miles out. Confirm access to Lower Lake locally before you travel.
