Sandpiper Lake falls in Kenai Peninsula Borough, part of Alaska. Tidal water begins 2.6 miles from here. The water covers some 78 acres, so pick a bank rather than trying to cover it all. Around 1.5 miles of margin, front to back. Anchorage at 22 miles is the nearest place to stop. Elmendorf Air Force Base lies 31 miles off, Sterling another 34 miles. No border sits close enough to matter.
