Dull, settled light over the water, with a busy W wind on the open water and steady pressure. The productive water at Lac Monsour will be around shallow cover and weed edges. A tough forecast; the morning offers the only real chance. Treat it as a scouting trip with a rod in hand. Cooling water has fish active and on the move.

Lac Monsour falls in Côte-Nord, part of Quebec. The water sits 490 metres up. It measures about 50 hectares, which is a comfortable size for bank fishing. Shoreline length is close to 7.3 km, and each section fishes a little differently. Port-Cartier sits 66 km from the bank. The nearest city of size is Saguenay, 337 km away. No county line comes close, which keeps the paperwork simple.
No depth figure has reached our records, which makes a plummet useful. Read the surface for the wind lane, then fish the edge of it. Look for the band where the shallows give up and the bottom falls away. Fish documented in Côte-Nord include logperch. Read it as a county summary, not a water-by-water list. Lac Monsour gives up more to patience than to distance.
July runs about 14°C on average, January about -19°C. Winter runs most of the calendar, and everything worth doing happens in the gap. Expect a solid lid for months and a thaw around mid May. On the long-run averages the water opens up around mid May and starts locking again about early November. The shoulder weeks of the open season are the productive ones. It holds true on Lac Monsour more years than not.
Nothing on record says whether the bank is open or closed. This is a natural basin, not a dammed one. There is no recorded infrastructure here; expect to find your own way in. Perch take small lures and worms fished near the bottom close to structure. Read any posted signs at the access point rather than assuming. Night access is frequently treated as a separate matter. Lac Scotch, 2 km away, makes the obvious fallback. Check the position on Lac Monsour before loading the car.
