Low, flat cloud sitting over the water, with light air out of the S and pressure sitting still. Most of the action on Pigeon Lake should come off sheltered bays and points. The strongest window runs from the day. Stay mobile and follow the activity. Shortening days concentrate the feeding into fewer hours.

Pigeon Lake is listed under Kawartha Lakes, Ontario. This is rolling bush ground. Bobcaygeon at 9.1 km is the nearest place to stop. Then Lakefield, 19 km, and Omemee, 20 km. Close neighbours run: Emily Lake within 7 km, Buckhorn Lake the better part of 8.4 km, Sandy Lake within 11 km, Chemong Lake the better part of 12 km and Sturgeon Point within 17 km. The boundary is close enough to be worth checking before you fish.
Without a survey to go on, judge depth from how the bank falls away. Bays and points beat straight shoreline every time on water like this. The productive water is a rod length or two out, not a hundred. Reported across Kawartha Lakes: muskellunge, rock bass, pumpkinseed, yellow perch and bluegill. County records show the wider picture rather than this one place. Pigeon Lake responds to conditions more than to tactics.
July runs about 20°C on average, January about -9°C. Winter shuts the surface down for months. Firm cover through the cold months, then open water from mid April. From about mid April to around early December, expect open water on the long-run figures. From the thaw to midsummer the fishing improves week by week. Anyone fishing Pigeon Lake regularly works to that calendar.
Public sources are silent on who controls the bank. Nothing is mapped in the way of a ramp or car park within a short radius. For the bass here, soft plastics worked slow along cover and a spinnerbait for searching do most of the work. Parking is often the real limit rather than the bank itself. Check whether bait restrictions apply before you buy any. Emily Lake sits 7 km off and takes the overflow. Ask locally about Pigeon Lake if anything is unclear.
